The vocational education for adults is delivered by Vocational Education Centers, Public Education Centers, Municipal Offices, Non-Governmental Organizations and private courses in Turkey. Adults at  Public Education Centers and Vocational Education Centers can’t be taken into vocational education enough. These organizasions cannot support enough social development, either. National Education Ministry has entered in a restructuring process in 2011. In this context, Public Adult Education Centers and Vocational Education Centers which are depend to ministry, both involved under the title of Lifelong Learning General Management which has just structured. By integrating vocational modules, a trainee who has attended to a moduler system class in Public Education Center, has become to able to receive training from Vocational Education Center for upper module. In this way, equal opportunity has provided for young adults under 30 age to complete their educations. One of the most important goal of this integration is willing to enhance quantity and quality of vocational education . This is the reason of to be needed to observe the implementations of another country which is pilot in vocational education. The determinent factors of Finland to be choosen in this Project is included rate and success in this field. The priority goal of this Project is the fixation of similarities and differences in vocational education in two countries and implement good applicable examples  in our country. We purpose to generalize preject’s outputs  in our area firstly, and then whole country. We also think that, it’s very important  to  create awareness by making adult people to get involved in vocational education much more. According to us, this project’s results could contribute to employment, production,  to overcome of trained men neediness for staff and lead on  people for vocational education.Our  local partners which are domestic organizations from different sectors like Public, Private, NGO, related to adult vocational education, and their participants are the specialists and managers who will observe two organizasions  which are leaders in vocational education in Finland.Project results will report to National Education Ministry which is in a restructuring process. It’s intend to contribute to new strategy of Lifelong Learning General Management subject of adult education. In the sametime, it is willing to enhance know-how and experiment of participants who are expected to implement innovations in their own organizasions and their personel developments. The participants intentionally choosen from a wide range  as such we purpose to implement project results in a larger area and  among different parts of the population who could benefit  from the innovations.The coordinator organisation has been working on the Project for a long time. As the long time process product, the apply of preparatory visit  which performed by coordinator organisation was accepted by NA. In 16-20 January 2012 the preparatory visit was performed by contact person of the coordinator organization’s attendence.Through Preparatory visit, purposes and goals of our project was tested in terms of applicability and overlap with our host partner’s. In this visit, details of the visit was determined with host partners. Working visit will be performed as two runs. It will be composed two equal groups from 24 participants. First group is going to attend to Tampere Adult Education Centre in Tampere city 7-13 October,second group is going to visit SEDU organization in Seinajoki city in 7-13 April 2013. Two endetailed working programs were prepared with hostpartners face to face for both two groups too.
